About The Microfinance Capacity Building and Research Project (MCBR)

The Microfinance Capacity Building and Research Project (MCBR) is a four-year project (2003-2007), developed in conjunction with the National Economic Research Institute (NERI) within the Committee for Planning and Investment (CPI) of the Government of Lao PDR.

 

The objective of the MCBR project is to assist the Government of the Lao PDR in developing and promoting a pro-poor microfinance policy framework.  The project aims to achieve this through the following outputs: 

  • An effective, recognised microfinance unit established within CPI/NERI;
  • The publication and dissemination of lessons learnt through action research with a diversity of grassroots practitioners;
  • The formulation and endorsement of policy recommendations and draft regulations that contribute to the development of a pro-poor microfinance policy framework;
  • Improved capacity of the microfinance unit of BoL;
  • A review of the effects of the existing microfinance regulations on access to services by the poor, the transformation required of service providers to comply with these regulations and the implications for the development of a sustainable microfinance forum.

A range of activities were designed and are being implemented to ensure these outputs are met and contribute to the project objective.

The National Economic Research Institute

The National Economic Research Institutes (NERI) is part of the Lao Government's Committee for Planning and Investment (CPI) and was established in 1997. 

 

NERI is responsible for assisting the CPI through:

  • Undertaking macro and micro economic research on long-term socio-economic development strategies;
  • Researching development policies and management mechanisms;
  • Providing economic data;
  • Training planning and statistics officials at all levels in economic management;
  • Cooperating with local and foreign research institutes.
